Child Protection
The Children Act 2004 provides the legislative foundation for whole-system reform to support a
long-term and ambitious programme to improve the lives
of children, young people and their families. It outlines new statutory duties and clarifies accountabilities
for children's services. Every Child Matters: Change for Children sets out the national framework for local change programmes
